(Announcement on Suspending the Customs Record-Filing Fee for Intellectual Property Rights)
According to the Ministry of Finance and the National Development and Reform Commission Notice on Cancellation and Suspension of Collection of Administrative and Institutional Fees (CSNo.102), the relevant matters in respect of suspending the customs record-filing fee for IPR (hereinafter referred to as record-filing fee) are hereby announced as follows:
1.General Administration of Customs will suspend the customs record-filing fee when applicant files a record-filing application for the protection of IPR as of November 1, 2015 (Including this date).
2.Applicant may apply for a refund to the General Administration of Customs if he/she has paid to the dedicated account for record-filing fee of General Administration of Customs in advance and the advance payment has not been used for record-filing before November 1, 2015(excluding this date).
To apply for a refund in accordance with the preceding paragraph, the applicant shall fill in the refund application form and send it to the General Administration of Customs with a unified bill (original) of central government non-tax revenue issued by the General Administration of customs before May 1, 2016 (excluding this date). The refund application form is available in "download the document format" section of the System of Customs Protection of Intellectual Property Rights (website: http://184.108.40.206/) and the applicant shall indicate the account number, account name and bank name of the original remittance in the application form.

3.Applicant does not need to pay the record-filing fee if he/she has not to pay to the dedicated account for record-filing fee of General Administration of Customs in advance and the record-filing application is in the state of "approved and uncollected" or "Approval Pending" before November 1, 2015 (excluding this date).
4.This Announcement shall come into effect as of November 1, 2015 while the Announcement of the General Administration of Customs  No. 15, dating from May 25, 2004 shall suspend at the same time.
