Statistics show that the cultural and creative industry has become one of the pillar industries in Pudong’s economic and social development. In 2019, Pudong's cultural and creative industry's annual operating income reached 335.1 billion yuan, and more than 500 cultural and creative enterprises with a scale of more than 100 million yuan. The added value of the cultural and creative industries was 109.78 billion yuan, a year-on-year growth rate of 12.3%, accounting for 8.7% of the region. Pudong has gathered a number of key enterprises. For example, China Reading Group has become the industry-leading genuine digital reading platform. In 2018, IP revenue increased by 160% year-on-year; Migu, Tianyi, CCTV, CCTV, Himalaya, Dragonfly, National Live , PPTV, Station B, Shanda, NetEase, Perfect World, Konghongdian, Ninetowns, Hippo Animation and other companies have developed and grown in Pudong.

In September 2019, the China (Shanghai) Free Trade Zone Copyright Service Center, the first copyright service center in the National Free Trade Zone, began operations. With the support of the Shanghai Copyright Administration, the Copyright Center has provided copyright consulting services for more than 1,000 market entities and right holders, and registered copyright works for more than 100 Pudong enterprises since its operation; the work registration process has been shortened from the original 30 working days to seven working days, 34,000 quick registrations have been completed. Copyright registration plays an important role in preventing legal risks of copyright disputes, reducing copyright transaction costs, and promoting the transformation of copyright achievements. At present, the Shanghai Copyright Administration has opened a window for accepting works registration in the Shanghai Free Trade Zone, mainly for the registration of works in the Shanghai Free Trade Zone. In the future, the "National Copyright Innovation Development Base (Shanghai Pudong)" will be based on the principle of "where copyright acts occur", break through the restrictions on registration places in the free trade zone, expand copyright registration services, and satisfy the creation of copyright works in the free trade zone, utilize and protect development needs, and create a copyright highland.
